Jay Sunde - Biotech stocks surge as Medicare report relieves worries

The reprieve relates to a provision in the Affordable Care Act focused on Medicare spending. If spending growth by the government insurer surpasses a certain threshold, a group called the Independent Payment Advisory Board (IPAB) is tasked with recommending cost reductions. Investors feared this could be triggered for 2016, leading to lower spending on drugs.



"Medicare spending didn't trigger initiation of the Independent Payment Advisory Board to slash costs, a relief for the beleaguered drug industry whose shares have slumped since the start of the year" Art Hogan, of Wunderlich Securities said in an email to CNBC.

Proposals from IPAB could affect biotechnology companies, hospitals and insurers, with some restrictions.
"This is probably one of maybe five or six things health care investors were concerned about. ... My sense is a fairly low probability IPAB gets enacted and is a cost-cutting device," said Mike Bailey, director of research and chair at FBB Capital Partners.

"In my mind there are other concerns investors should focus on first," he said, referring to potential cost cuts by pharmacy management and insurance companies.

After the Medicare news, the iShares Nasdaq Biotechnology ETF (IBB) reversed earlier losses, to hold more than 1 percent higher. Celgene, Regeneron, Gilead were among the biggest positive influences on biotech index on Wednesday. The IBB fell more than 2 percent Tuesday amid concerns of a trigger to creating IPAB.

Analysts at Jefferies say IPAB is still a concern for the sector, and that much more will be needed to maintain the rally. "It will, though, be important to keep IPAB on the radar for 2017, and with reimbursement/election remaining overhangs for the group, we believe increased M&A activity, positive major clinical data, and/or substantial revenue beats would be needed to fuel a more sustainable rally."

Concerns over pricing pressure have contributed to declines for biotech stocks, with the IBB still down about 24 percent this year.

Jay Sunde | Chapel Hill Area Real Estate Market Report

2013 will go down in history as the year that real estate came back. After five years of economic contraction and plummeting home values, a flood of home buyers entered the market last year leading to a national increase of 23.5% over the number of 2012 sales.


The Triangle real estate market peaked in 2007 and by 2010 had bottomed out, dropping to 2003 levels which of course was sad news for home sellers.  In many segments of the market home prices have risen to peak levels, but others will take a while to achieve that result.

Every area of the Triangle saw an increase in sales over 2012:

• Chapel Hill/Carrboro sales increased by 25.6%

• Chatham County sales increased by 34.3% (primarily driven by Briar Chapel)

• Orange County (including Hillsborough) sales increased by 27.5%)

• North Raleigh sales increased by 31.6% (driven by new development along 540)

• Cary/Apex and Morrisville sales increased by 28.3%
 
Home prices have increased too, but at a smaller percentage than the sales numbers. Prices in Chapel Hill and Carrboro rose 6.2% over 2012 levels.  Cary/Apex prices rose 13.9%.  Chatham prices rose as well, but again this is driven primarily by the price points in Briar Chapel.  Prices in East Durham, which has had a spectacular renaissance thanks to the downtown explosion, rose by 8.7%, but prices fell in North Durham despite the increased number of sales.

We expect 2014 to continue this trend, with new companies moving into the area and existing employers expanding and hiring new workers.  Interest rates remain well under 5%, hovering between 4-4.5% which is still a historically attractive rate that increases housing affordability.

Your swimming pool is the centerpiece of your garden. It’s the part of your property that you and your guests are immediately drawn in warm weather. Even better, a home pool can be a buzz of social activity, especially throughout the summer months. However, all that can change if your home pool is ever compromised by an algae bloom.

What is Algae?

Algae are made up of infinitesimally small photosynthetic marine organisms, ones which use chlorophyll to turn carbon dioxide and sunlight into energy. The only problem is that while a single alga might be infinitesimally small, warm, sunny weather can see algae blooms take hold in as little as a single evening. Worse, there is no sure fire way to ever prevent a bloom. This is due to the fact that algae spores themselves are often prevalent in rain and even the air itself.

How to Remedy an Algae Bloom  

If you use a preventative algaecide on a weekly basis, this can help prevent algae blooms from taking hold. However when blooms do take hold, it’s important to keep in mind that your regular algaecide might not be enough to remedy the situation on its own. Instead, you will likely want to consider shocking your pool with chlorine in order to kill off each individual alga.

Prior to beginning shock treatment, you will need to scrub the wall sides of your pool in order to break the cell walls of any algae that might have attached to these areas. As a rule, you should always use a pool brush suitable for your pool type. Usually, this will mean using a steel brush for concrete pools, versus using a less abrasive nylon brush for pools with vinyl sides.

Shocking your Pool

Once you have scrubbed your pool, it will be time to add your chlorine shock to the water. In most cases, you will need 3 pounds of shock for every 10,000 gallons of water that your pool holds. That said, black algae or stubborn blooms can occasionally require triple and even quadruple shock treatments prior to a bloom being completely thwarted.

Shock itself is a granular chemical and to get the best results, it is always worth pouring some shock into some water first in order to ensure that the shock itself dissolves completely. Whatever you do, though, never pour water onto shock itself as this can release dangerous chlorine gas vapors.

Using Algaecide to Combat Algae

A second way to rid your pool of algae can involve using ammonia or silver and copper based algaecide. These work by effectively killing algae, however, it should be noted that ammonia based algaecides are not always effective when dealing with black algae blooms.

Of course, the best option is sometimes to use a combination of both shock and algaecide treatments. However, pool owners need to be aware that if following a combination treatment program, algaecide should always be used first and left for at least a day prior to shock being used also.

Staying safe when Ridding your Pool of Algae

If algae treatments are applied as per their instructions, most pool owners will be able to successfully combat an algae bloom in as little as 1-3 days. However, it’s of paramount importance never to mix chemicals or apply chemicals in any way other than that recommended by your shock or algaecides manufacturer. Lastly, (and for your own safety) never reenter a pool until your pool chlorine level is back to between 1 part per million and 4 parts per million.
